The Mission, Responsibilities, and Council Goals

As of Fall 2015, Appalachian State University is in full compliance with the UNC Campus Security Initiatives

These initiatives are supported by the newly implemented Campus Security Fee. J.J. Brown and Barbara Krause have been invited to represent Appalachian on the UNC Campus Security Committee, established Sept. 29, 2015. During the 2014-15 academic year, the University Safety Council worked arduously to meet and/or implement the recommendations of the UNC Campus Security Initiatives. Key issues to focus on include high-profile problems confronting many colleges and universities, including: 

  • Sexual violence and alcohol and substance abuse
  • State and federal regulation of campus safety
  • Crime reporting
  • Effective and fair disciplinary proceedings
  • Institutional risk management 

The work of the Safety Council in continuously developing new goals and recommendations for our campus at large in relation to the safety of our students, staff, faculty, and community is crucial to keep policies and procedures proactively working to achieve safety. 

 

MISSION

To maintain an ongoing focus on the advancement of the University’s protection, prevention, and education efforts that directly impact the health, wellness and safety of Appalachian State’s campus and community.

 

RESPONSIBILITIES

  • Recognize and support the efforts and accomplishments of University offices, departments, employees and students that help keep our campus safe.

  • Oversee the care and concern process for students, staff and faculty, provide continuing support services in mentoring and counseling (mental and financial), and offer additional support services as needed.

  • Complete a yearly review of the campus policies and procedures that support the University’s three Behavioral Intervention Teams: Early Intervention Team, CARE Team, and Threat Assessment Team.

  • Oversee the promotion of workplace safety across the University through consistent trainings, awareness programs, on-site inspections and compliance assessments.

  • Support and encourage best practice involving university programs, prevention services and additional educational resources that address interpersonal violence.

  • Direct the planning and implementation of initiatives and priorities administered by the UNC-GA Campus Safety Committee; and facilitate monthly updates and discussions that address UNC-GA directives and their impact on current University policies, procedures and operations.

  • Establish priorities and deadlines for the teams and committees that report to the Health and Safety Committee; and periodically update all websites associated with those committees and all other University areas of health, safety and wellness.

  • Educate staff, students, parents and faculty about AppState-ALERT and protocols for campus emergencies.

  • Conduct a yearly assessment to keep track of the effectiveness and use of the RAVE Safety App and Tip Text.

  • Implement ongoing training programs as identified in the Interpersonal Violence Council’s Faculty/Staff Campus Climate Survey, starting with the training of current employees who have expertise in these areas along with the implementation of national resources that can be obtained at a relatively low cost.

  • Monitor and evaluate the use of the Safety Fee on Appalachian’s campus, relative to the responsibilities above, and 2016-’17 goals found below.

 

2016-’17 GOALS

  • Develop and implement a Dean of Students Certification program for transfer students.

  • Improve University emergency preparedness by establishing emergency action teams for each academic and administrative building to help facilitate response activities, and adopt a practical tool that will serve as a virtual emergency operations center to allow for more effective emergency management.

  • Develop a means of implementing the requirement that all University employees register with AppState-ALERT.

  • Establish a consistent reporting process that aligns with the recommendations of the UNC-GA Campus Security Committee.
